It seems like the eu4 mods and other Paradox games are just kinda messed up on the steam workshop. Here I will paste the instructions they gave me that fixed the issue: If you already have these enabled, un-check then check them again to fix any bugs.

Sadly no as I am on Windows and do not own a Mac. I would suggest that you contact Steam Support like I did, be patient with them and they'll most likely have the solution for you. Every time I try to subscribe to a mod on the steam workshop, it doesn't show up in the launcher or download to my mods folder. Even if I launch the game and restart, it doesn't show up.
